The Dayton Peace Agreement (DPA)

The Dayton Peace Agreement (DPA) was an accord signed on the 14th of
December in the year 1995 in Paris in an effort to end the ethnic
conflict that erupted when President Alija Izetbegovic announced
independence for Bosnia and Herzegovina on the 29th of February 1992.
This agreement gave the mandate of executing police reforms to local
authorities, the UN International Police Task Force (IPTF), the NATO-led
troops, and the office of the High Representative (HR). The IPTF was
given the mandate of monitoring, observing, and inspecting all
activities and facilities geared towards the enforcement of law,
offering guidance and training to the forces and personnel participating
in law enforcement, facilitating law enforcement activities, evaluating
dangers posed to public order and advising on the capability of the
deployed law enforcement units to handle such threats, offering backup
to the law enforcers as appropriate, and advising the government on the
best organization of the civilian law enforcement for effectiveness. In the Bosnia- Herzegovina conflict, many challenges were registered
owing to having both international and regional organizations
involvement in the mission. Firstly, we had the issue of political
complexities. This challenge emanated from the fact that this conflict
was as a result of careful political arrangements and powerful political
motivation. The regional organizations here were involved in wide
political, informational, economic and military endeavors to deliver
peace and stability in only certain areas occupied by specific
ethnicities of interest to them. It was very difficult for the IPTF to
execute its assigned mandate as the involved regional organizations
worked with vested interests and would frustrate any efforts likely to
impact their desires negatively.
